Dominica signs $40 U.S. million loan agreement with China

The signing of a Framework Agreement between the Government of Commonwealth of Dominica and the Government of China at a ceremony at the Financial Centre on Wednesday paves the way for the Government of Dominica to finalise discussions with the Export-Import Bank of China for a loan not exceeding US$40 million to undertake four major projects in the Roseau area.
Prime Minister and Minister for Finance and Social Security, Hon. Roosevelt Skerrit signed on behalf of the Government of Dominica. China’s Ambassador to Dominica, His Excellency, Deng Boqing signed on behalf of the Chinese Government.
The projects to be financed include: the construction and expansion of the Dominica State College, the construction of the State House; construction of new facilities to house the offices of the Electoral Commission; rehabilitation of major roads in Roseau, including Independence Street, Great George Street, King George V Street, Hanover Street and housing development in Roseau.
According to the Prime Minister, the loan is a highly concessional one. The repayment period for the loan is twenty (20) years including a grace period of five (5) years at an interest rate of 2 percent per annum.
In his remarks the Prime Minister singled out the commitment of the Chinese Government to the people of Dominica.
“ China has remained loyal to the cause of Dominica and Dominicans, and this ceremony here this morning is another manifestation of their commitment, even, as I said, in difficult times when it is commonplace for lenders to write saying ‘ sorry, we can no longer honour our commitment’. The Government of Dominica is inspired by this continued show of solidarity.”
The Prime Minister also reaffirmed the unflinching adherence of the Government of Dominica to the One-China principle.
“There is no doubt that this relationship has certainly been mutually beneficial to both sides. And Ambassador let me here again reiterate the Government’s full commitment and support of the One-China principle upon which this relationship is solidly entrenched,” Prime Minister Skerrit concluded.

Skeritt could you please tell us what the national debt of Dominica is, and how much these series of loans of desperation for ploitical ploys will increase it to, and play tell us how we are going to repay these loans? Will Venezula repay them for us? Or maybe Lybia, or our new friend Finland?

Where is the USD $300 million. What are the repayment terms? What's the interest rate? Details the public must have. Our debt burden is now among the highest in the region.
Dominica is drowning in debt. Our debt level is about 82 percent of GDP or EC$843 million. When you add the US$100 million from the Chinese it jumps to 103 percent of GDP or EC$1,112 millions. That is $EC 1.1 billion for a country whose annual budget is EC$ 400 million.
This is an unbearable burden to place on future generations. Already we pay about 14 percent of GDP on debt service, or 43 percent of our revenue. In oher words, for every dollar government makes it spends 43 cents on servicing debt. Add the Chinese loans it jumps to 50 cents. (2009 GDP is EC$1038.2 million). How can you make it when half of your money goes to paying debt.
Now add the debt to salaries and you see our country is doomed! God deliver us....

Apologists, and all readers: The Judge has already sentenced "Skerrit" (just quoting Vince here)and his gang of THIEVES, ignoble men, that they all are, to EJECTION! No kind of signing ceremonies with Chinese, Greeks, Benezuelans, Cubans, no free medical care now or in 2011 (when Skerrit will be in jail getting everything free), no kind of graft, bribery or lies will cut it. The saddest thing about all this is that Dominicans just like Nigerians have accepted the horrible things that are going on in Dominica as a fact of life! Now the most serious question of all: What are the financial penalties for missed or late payments? If Dominica cannot make the payments does the Chinese take over Dominica? What security did the Prime Minister put up to the Chinese to receive that loan?

Someone who professes to be a lawyer is asking for eveidence for evidence of corruption in the Dominica Government? These people have absolutely lost their minds and their morals if they had any in the first place? What about the FACT that Skeritt gave out over 2 million dollars of tax payers money to his cronies last year, with no controls, no accoutability, so system to track and account for where the money is going.. My question is:"Why do we need a new State House" since we have one already, which is hardly used.? Sure, it could do with an update but there is no need to replace this historical building, with what? Is there something I am missing here? Could somebody elucidate this for me please.

Economic Development and Planning Minister Julius Timothy says the State House Renovation and Extension is among the several development plans of the DLP Government.
At a weekend event in Dublanc, Timothy stated that upon completion of the extension and renovation of the State House, the President will be able to live there.
The State House, formerly known as the Government House, was first constructed in 1766, shortly after the British took over the governance of the island in 1763. The house was designated to the resident governor who represented the Crown. In addition, it was used as an office, a place of entertainment and as guesthouse for the visiting dignitaries.
The building was a two-storey high timber structure with a large wraparound verandah in tropical Victorian style. However, a hurricane in 1834 left the building in ruins.
The new government house, which began in 1836, was a much less imposing stone structure, because Dominica has already fallen into economic decline in 1830. The building was extended in the 1890s and again in 1930, thus achieving a combination of architectural styles in an eclectic charm.
In 1979, the building again suffered damage by the passage of Hurricane David. In 1980, the DFP Government made major renovation and extension works on the building, producing the present-day structure. From its inception until independence, the building had been used as the official residence of the Governor. It is now used as a venue for state and other similar receptions.
This may be a good use of tax payer financed money - a renovated State House - where our President could once again reside.

MD thanks, this makes sense especially in the light of Mr. Timothy's disclosure. The intriguing thing is that he did not say who the president would be but I have a feeling in my bones that in case the current administration is re-elected they may want to eliminate the position of President as is at present, citing it as an anachronistic relic of previous colonial rule, a costly and irksome irritant and combine the role of PM and President into one.I am sure that such a "Presidential" leader would see such a residence as rightly befitting his status.

You know – reflecting on blog debate, it occurred to me that this may well be my last contribution unless compelling reasons convince me that it should not be; as an individual born in a Freedom family – it hurts to see the current state of the party that my parents and relatives with many other D/can families strived to build. Mamo, my cousin, was a great PM, but a lousy political party leader. My aunt served as the Clerk and later the Speaker of Parliament as well as a regular contributor to the local media. My grand father has been honored by my fellow D/cans. Many others in the family made multiple substantial contributions. – I state those facts of history to clue you in to how strongly I feel about my country - D/ca. But as strongly as I feel about my homeland – I am not going to tear down my country – by tearing down the Prime Minister with allegations of corruption which are not substantiated – because he leads Labor.
In my view - most of you have an ax to grind, and a political agendas which are in your individual personal self interest.
Thus those arguments of personal attacks notwithstanding - - - I will not directly rebut - - - however, the aid and abettors of the corruption conspiracy theory that some propound – well, these arguments are too speculative – and an attempt to prevent a more regularly and rigorously challenged to your allegations. The alleged corruptions most of you speak of are not particularized to any act or law, but, are rather inadequate as a basis on which to establish a compelling brief for prosecution.
The wackiness of the aid and abettors theory – an various allegations of wrong doing - well you are trafficking in innuendo and advancing a variety of vaguely-defined claims purportedly related to a hodgepodge of constitutional provisions, civil and criminal statutes - - - which none of you can or have credibly supported. 8. Leading parties and masses is the same as governing a nation. He who ruins a party will lead a nation into the abyss. Political ability is not demonstrated by using treacherous methods to rise to a ministerial chair on the labor of others.
9. Dictatorships must be able to survive on their own spiritual reserves. It will not work if what is good in their ideas comes from their opponents, and what does not come from their opponents is bad.
10. The ability to speak is no shame. It is shameful only when actions do not follow words. To speak well is good. To act bravely is even better. The typical reactionary can neither speak nor act. He has somehow gained power, but has no idea what to do with it.
11. Nothing is more foreign to dictatorial thinking than the bourgeois concept of objectivity. A dictatorship is by its very nature subjective. It takes sides by its nature. Since it is for one thing, it must be against another. If it does not do the latter, it runs the risk of having people doubt its honesty about the first.
12. A dictatorship speaks openly about what it is and what it wants. Nothing is farther from it than to hide behind a facade. It has the courage to act, but also the courage to affirm.
13. Dictatorships that hide behind the law to give themselves an appearance of legality even if their actions disagree, are short-lived. They will collapse of their own incompetence, leaving behind chaos and confusion.

In my career I have come upon several attorneys, and while they blabbered away before me calling it "argument" I wondered and asked myself: Where did this guy buy his law degree? That is my question with regards to the shallow reasoning of an opaque brain that fits the head of one calling himself MD. I understand that he is characterized as a lawyer or attorney...He is clearly guilty of "self-comtempt" and should step out of Court and regather his brain. I have read both their stuff - Judge Nicholas's insults are personal insults.
MD has tried to stay above the personal insults and addressed the issues for the most part, questioning the facts and asking for supporting evidence.
