The Dr. Sam I know

In spite of being far away in the quiet American Midwest, Surgeon, Dr. Samuel Christian always kept working for our homeland. He would later use his connections to arrange and participate on the first sister-brother kidney transplant on Dominicans. He had the privilege of performing the first laparoscopic gallbladder surgery at PMH with Dr. Paul. Dr. Christian raised support to send relief back home after disasters.

As Chair of the Health Committee of the DAAS, he helped arrange shipment of medical supplies after the Central Medical Stores burnt down. Years of quiet support for each new elected government in Dominica had to be replaced by direct action after learning of the crisis of Chinese penetration through the Las Vegas/Ambassadorship scandal revealed in BVI court documents.

Dr. Sam finds certain trends in the country quite disturbing: the inability of government to curb the rampant replacement of local business by the foreigners; the fear of victimization that exists and extends to the average non-government worker who does not want to risk a possible scholarship for their children; high officials flaunting unaccounted for cash-paid properties, the undermining of traditional civil service processes through Red Clinic handouts.

Dr. Sam applauds the brave journalists and citizens who keep up the good fight in the media and online. Now only grassroots organizing can overcome the government’s war-chest of seemingly limitless China/Venezuela funding.

Religious folks have traditionally avoided matters of nation-building in Dominica. However, he perceives that as knowledge increases, that is changing and the church will make an unprecedented difference this time around. He himself had struggled with warnings by certain friends and family not to expose himself to dirty politics.

In the end, he and his determined group of patriots forged ahead with a prayer vigil 6:00 am, Mother's Day, “not because it is easy, but because it is hard.” They kneeled on the concrete in front of the Government Headquarters Ministry building, recited and sang hymns and choruses chosen from several denominations. They picked up bags of trash as they marched around Bath Road and Hillsborough Street to Independence and Kennedy Avenues.

They held Dominica's flag high, recited and sang Mother Dominica’s National Anthem (about which he and the group were threatened by the Prime Minister). In Mr. Skerrit’s words, ‘I heard that come tomorrow or whenever it is, they going to blow the conch shell seven times, and they’re going to walk around the ministry seven times; but I will tell them that seven is the mark of the beast.’ Of course, any churchgoer knows that is incorrect. This unexpected publicity ironically provided greater resolve for the marchers.

Dr. Sam’s orderly band of prominent and ordinary prayer warriors bravely stared down camouflaged Special Security Forces emerging from black SUVs. They extended courtesies and respect to undercover police photographers who mingled with the crowd. Strangely enough, known government provocateurs were pointed out walking 7 times in the opposite direction in an apparent superstitious effort to undo this Jericho march. During extensive media coverage, Christian claimed the victory that “this corrupt house of cards now in power, will soon come crashing down.”

He further expressed appreciation for the political leaders who accepted the invitation to attend the historic conference in New York beamed live to Dominica. As a result of the efforts that Dr. Sam and his brother Gabriel and others made, Mr. Skerrit is losing the moral support of the informed and influential Diaspora community. Despite pointed attacks on their integrity, the Christian brothers have been helping drive the debate about our nation’s future. Everywhere, they are hearing, “Keep it up. People are listening. People now have hope.”

The Surgeon says that the Prime Minister is so confident that he has bought off everyone and he boasts of winning all 21 political constituencies. However, opposition forces are more energized than ever. Dr. Sam promises that “true Labourites will soon strike a telling blow and suddenly the numbers won't add up for the Skerrit Labour Party.” He encourages voters to be smart: Sure, take whatever is offered. Clean them out but sweep them out when the time comes. This is now a cause for concern as the ruling party tries to put together a full slate of candidates.

Dr. Sam feels satisfied that he is doing his part to stimulate a promising vision of great potential for Dominica: One where foreign aid is responsibly spent - for production and development, not on a stadium thrust down our throat and used only 26 days last year.

Nevertheless, he is holding back at present on declaring as a candidate because he understands that people need more time to get re-acquainted with him and trust his commitment to Dominica. Meanwhile, Dr. Sam is certain that Unity and Progress is the only strategy that will tell what may well be the most corrupt government in Dominican history – You’re fired!. He encourages all Dominicans to analyze the issues on abetterdominica.org and other informative websites.

Concerned Dominicans at home and abroad are thrilled by the opportunity of participating in this vibrant campaign to bring real change to our homeland. As one famous hymn of the faith declares, “Once for every man and nation, comes the moment to decide.” It is a decision we each must make. “Will we chose a government bought by China,” asks Dr. Christian, “or will we chose to live in a free, self-reliant country that Dominicans control.”

Everyone who knows Dr. Sam can tell that he is man of bold action, thoughtful and compassionate, with an unbroken record of unselfish service for the Dominican people. This is the Dr. Sam Christian I know.

Sam, take your clown-act and go perform for you buddies in the Diaspora. We back home just to busy for your cheap act and have our gwiay to contend. If you so care of the homeland, leave the pen-house and come down to the kitchen and face the heat like the rest of us back home. You and your buddies want to be leaders of the motherland then come back to Dominica and lets all build the country together. But no, you want to have your USA comforts up there and still want to tell us down in th ekitchen what to do!

Let’s agree to disagree and let’s try to separate the politics from the person. In the end, we are all Dominicans my friend. Please allow me to point out something to you to give you some more perspective. Politics is politics at the end of the day.

In 1978 the biggest opponent and nemesis of the Labout party was Mr. Charles Saverin. He brought helped to bring the Labour Party government as CSA Union President.—Today guess who is one of the biggest supporters of the Labour Party-----yes—you guessed it-Mr. Charles Saverin. So let’s conduct ourselves in a dignified manner when discussing politics and not be tempted to reduce and make a mockery of ourselves in the process.

So let’s respect ourselves and our country and let’s have a civilized debate on the issues and positions. We owe it to ourselves, our history, ancestors and most importantly, to our beloved island. I don’t think that is not asking for too much.

We must pray that the invective and grammar used by anonymous number two is not indicative of any strategy by our P.M. to direct his appeal to the lowest common denominator in our society and we have to believe that this is, indeed not the case. It is unfortunate that our leader referred to the number seven as the "sign of the beast". One is free to believe what one likes, of course and if so, a realization of the curse of Joshua, before Jericho may be feared in reality:"cursed be the man before the Lord that riseth up and buildeth this city"(Joshua 6.26. On the other hand, if he had consulted his Chinese friend, who may have also advised him that the date of the last election 555 would be very fortuitous, he would have been told that the number seven "pinyin-k" is considered very lucky in China and many other parts of the world, as it is in Jewish tradition - the seven armed menorah candlestick is the national emblem of the state of Israel and Jesus would have been very familiar with this during his teachings in the old temple in Jerusalem. The remark is also unfortunate because it reflects on our name Dominica, Dies Dominica, the day of the Lord,the seventh day in Genesis and the very theme we embraced to celebrate our first five years independence in 1972.All this maybe superstition, of course as may be the date 999, which in Chinese culture is very propitious, but seen from the opposite reads 666! Believe is an article of faith, and truth to the beholder. You can believe anything you want, you understand! What do you believe? I believe that we simply can not afford to be divided and must work for the good of Dominica and our personal divergences must be subservient to this.

I have lived in Dominica all my life except for my study years in the US and short stint working abroad. When I read your article I keep on asking myself which Dominica that you are talking about? Is it the same Dominica we call the Nature Isle, The Land of Many rivers, Waitikubuli. Is it the Land of Leblanc, Rosie, Euginia, Patric John, Billy Doctrove, Sir Brian Alleyne etc etc??? Which Dominica are you talking about???

I strongly believe that every Dominican has a meaning contribution to make in the overall Development of Dominica. Every one who is qualified has their God given right to get involve in the political process Dr. Sam included.

However I also believe that such involvement should not be based on lies, innuendoes, half truths, allegations and propaganger.

Who and where are the "high officials that flaunt unaccounted for cash paid Properties.??" Are you accusing Senior Public Officers of Bribery, Fraud or Embezzlement??? BOBOl in local parlance. Are you acussing Senior Civil Servants of aiding and abeiting the Prime Minister and his Minister in such acts.

In Dominica's Public Finance system absolutely no Minister of Government can sign cheques. All works contract are signed by the Permanent Secretaries and Chief Technical Officers. Where then is the high Officials Obtaining the Cash from. Do you have the Hard Evidence to prove your allegation.

For most if not all Public Official in Dominica all they possess is a House, a motor vehicle, a couple acres of land somewhere and a big loan in the bank. Some retire and have to wait on their gratuity to complete payment on their house and their pension to pay their children student loan.

I have lived long enough to remember that Patric John and Cap Vic Rivierre of the Then Labour Party were accused of BoBol and when they lost election Vic was arrested for EC$33.00. a travel advance he did not fully retire.

Really I am very dissapointed that educated men like you would stoop to such low baseless attacks on those who has remained in Dominica to make their contribution in Trying times.

IF YOU HAVE THE HARD EVIDENCE THAT HIGH OFFICIALS HAVE UNACCOUNTED FOR CASH PAID PROPERTIES, TAKE SUCH EVIDENCE TO THE INTEGRITY COMMISSION AND LET THEM DEAL WITH THE INDIVIDUAL. SUCH EVIDENCE WOULD CLEARLY INDICATE BRIBERY AND THERE HAS BEEN LONG ESTABLISHED LAWS IN DOMINICA AGAINST BRIBERY NOT WITHSTANDING THE IPO ACT.

RED CLINIC

Much has been said about this. The PM has opened his Office to the general public on a wednesday. This is the first time Dominicans of all walks of life can see their PM without having to make an appointment. The PM does not distribute cash from his Office. Anyone to whom assistance is granted receives such assistance through the Government process. ie the Permanent Sectary, votes clerk process that assistance and payments if any are effected in the Government Treasury. Persons of all walks of life request assistance from Government. Their is an audit trail of the entire process.

Victimization??

Well you would have to provide the evidence. You just cannot make wild statements and believe that it is factual.

You may disagree with the Management style of Mr Skerrit and that is your God Given right. I will fight to defend that right. However, it is unfair to make allegations without hard facts.

You cannot ask people to remove a government based on allegations, innuendos, lies and half truths.

The Layou River hotel saga was long before Skerrit became PM. He was about 12 years when the whole episode began. It is not his fault why we have the Layou River Fiasco today.

Finally, I believe that you may have the interest of Dominica at heart, but that is not the way to go about it. You all are hurting and spoiling the image of the country much more by the kind of articles that are being writen for the world to read.

It is time you all get the facts straight and stop destroying the country. Those of us who live here have eyes and we can see. That is why we will support our PM untill you can produce the HARD EVIDENCE to prove the contrary.

Really is Dr. Sam has an obsession with CHINA??. Is he on the payroll of TAIWAN??.

China has diplomatic relations with most countries of the Caribbean except St. Lucia (The present Government there broke relations some two years ago un controversal circumstances) St. Kitts and St. Vincent.

Has any of the other countries been bought by China. The Peoples Republic of China built stadiums in Jamaica, Antigua, Grenada, St. Lucia a highway was also built in St. Lucia.

Can Dr Sam indicate which country has China taken countrol over? Why are you so annoyed with Venezuela and China. Is Gabriel your brother supporting such stance. Is he also annoyed with CUBA and LYBIA.
 
How can you all talk about unity when it appears that you have caused more division among our people. The PM offered the olive branch and instead you accused of trickery and called him all kinds of name. Is that what you call unity? I think you all should give him the benefit of the doubt and let him prove that he is not for unity. I was beginning to believe in your call for unity up until your so call "unity" conference. I live in the U.S. and many people I talk to seem to share the same sentiments about your approach. We need you all to work with the government and not against. I know it would really hurt Shirley to sit down with the PM and have a meaningful discussion but that's what unity is all about. You guys need to put your egos aside and show that you are bigger than politics and do care about our Dominica.
 
Tom thanks for your feedback on the article. I hope we can have a civil discussion here. Let’s start by saying that DA is my land and your land and we both love that country which nurtured us.

Dominica produced all the high profile names you mentioned but it also produced folks like my paternal grand father who made a living with a cutlass in the red dirt of Jalousie, Castle Bruce- and my maternal grand father who made a living planting his small plot of bananas in the foothills of the La Plaine mountains. In spite of their meager existence these men who taught me not to be intimated by power or affluence.

So I missed your point about all the important people that DA produces—we all are important to DA whether we live in Woodford Hill or Washington -and it’s our duty and right to question the very important people who run our country with very hard questions. That is not being irresponsible that is being a true patriot and should be regarded as fulfilling one’s civic duties---actually that should be encouraged.

The word democracy comes to mind.

So your challenge of my article based on the interview with Dr. Sam is all false I take it as you see it-understandably–you are defending your man and that’s fine. Rest assured that we are not destroying Dominica my friend----how can we do that to the land we so dearly love?

Of course some of the the facts cannot be documented here Tom—that is for another day. For now let’s agree to disagree on this. Assuming your versions of things are true- then I am afraid that Mr. Skerrit has a serious, serious Public Relations perception problem on his hand.

Well aren’t you proud of some Dominicans (your country men) who can speak openly without fear and lay some of the issues on the table as the good Doctor did? It is our responsibility Tom----When are we going to see politicians as politicians Tom?

Not all of us can be in the middle of Roseau or Posse at this time Tom. We aren’t looking for jobs or hand outs --we are not intimidated by ‘any government of the day’ whether it is lead Mr. Skerrit, or by Mr. Green or any one. -----Dominica first partner not politicians------.

I think it is important that you begin to ask the hard questions. it is not necessarily the job of dr Finn and Dr. Sam to produce the hard facts. Keep an open mind.

Ask the PM for instnce to give a proper and complete accounting of the moneis from the sale of passports. Ask him how does his asalary qualify him to build these mansions. Ask him what is the real deal with the Chinese; what went down with David Shui.

You see, there is a lot of smoke; and the Dominican people deserve honest answers. Like you, I don't beleive that we should accuse the PM without proof. But sometimes, this kind of proof is hard to come by. What is required is for the PM to come clean and answer some of the vexing questions that have preoccupied the national space these many months.

You see what I do not like is the innuendos, lies and false propagander which uselessly tarnish the character of individuals and the country on a whole.

If anyone in Public Office commit any act of dishonesty or is found to betray the trust of Dominicans I believe that such individual should be dealt with the full force of the law. The PM included.

However, I beleive when an educated individual like you make statements such as "HIGH OFFICIALS FLAUNT UNACCOUNTED FOR CASH PAID PROPERTIES" WITHOUT A THREAD OF EVIDENCE BETRAYS YOUR OWN EDUCATIONAL STANDING. IT IS WRONG! IT IS WRONG!

What you have done is to implicate every senior public official in the country. IF YOU ACUSE PERSONS, IT IS YOUR DUTY TO PROVIDE THE HARD EVIDENCE. I LIVE IN DOMINICA AND I KNOW WHAT IS HAPPENING.

I will never question your loyalty and love to your country. I will defend your right vigourously to provide the other view but let us do it without tarnishing the image and character of others based on hearsay and without hard evidence. THIS IN NO WAY CAN DEVELOP OUR COUNTRY IT CAN ONLY DO MORE HARM.

In Dominica there are strong laws against bribery, fraud and the likes. There is the INTEGRITY COMMISSION. IF WE HAVE THE EVIDENCE OF CORUPTION LET US ALL TAKE IT TO THE COMMISSION INSTEAD OF MAKING THOSE WILD ALLEGATIONS AGAINST PUBLIC OFFICIALS.

In Dominica today every major structure that is being constructed belongs to Sherrit or some other minister and they are doing it with cash. That is the opposition way of politicking and is being fueled by a few on the opposition radio. Every educated person must be able to see these statements for just what they are.

To Jason Richards, the PM does not have to account for pass port sales or any other government revenue. That is the function of the Financial Secretary and the Accountant General. The Constitution of Dominica provides for an Auditor General who audit all government revenue.

Jason before you talk you must first understand the accounting processes of Government Revenue. The PM does not handle government cash. Before any passport is issued payment MUST first be effected in the gonernment treasury and a computerised treasury receipt issued. All government monies are accounted for by the Accountant General. The PM has absolutely no custody of Government Funds. He cannot even sign a government Cheque. He can only approve payments by signing the necessary warrants which must be certified by the Financial Secretary and audited by the Auditor General before payments can be effected by the Accountant General.

I take the time to educate you Jason so that you dont repeat such uneducated statements. Dominica is a country with laws, regulations, and procedures which must be followed. It has not become a pariah state.

What deal with the Chinese you are refering to, Dominica has Diplomatic relations with the Chinese just like most other island in the region. The Chinese give Dominica assistance just in the same way it give to the other islands. Roads, Stadiums, Hospitals, Scholarship. Dominica has not received anything extra ordinary that the other islands did not receive. What deal is there with the other islands??

David Shui was Ambassador to Hong Kong long before Skerrit became PM both under Freedom and UWP. Skerrit made him Ambassador to Mainland China. Skerrit did not invent David Shui, niether did he invent the Layou River Hotel Which David Shui and Grace Tung owned since 1991. Skerrit was about 12 years then. All skerrit is attempting to do is to get back the property for Dominica. The property which was purchased utilising Dominica passport money.

So Jason Richards get your facts straight. You do not have to agree with Pm Skerrit style that is your right. However let us do so without tarnishing the image and character of our public official senselessy. WE HAVE A COUNTRY TO BUILD AND WE NEED ALL HANDS ON DECK

I COULD GIVE YOU MANY MORE NAMES. PM SKERRIT DOES HANDLE MONEY FROM THE TREASURY PERSONALLY. AND WHAT IS WORSE IS THAT HE DOES NOT ACCOUNT FOR IT. Thomas Barzey,....I have worked in the system and walk through the corridors of the government offices and I can tell you that eye brows do raise....there is geniune concern about the way some of government finances are being managed. The principle is that there is no investment in the country and the principle remain that people receiving this kind of audience has nothing to do with not liking people, it is demeaning to expect our poor people to come into a political system on the disguise of care and love people and walk out with some cash in their hands. Some people`s eyes are open and yet they cannot see. This is short term method and cannot be sustainable. This is what the issue is my people, stop hiding behind nonesense and let us wake as good people to say it it wrong the way things are happening. We are NOT developing, we are NOT creating jobs, the economy is in red, (approppraitely), wee are not investing. Social security receipts has dropped from 40,000 to 19,000 and soon wish to raise the contrition to meet this potential loss of revenue and employment. This is the bigger picture and our youths are migrating as there is no employment being gemnerated. It is hand outs.......ghand outs....hand outs...all over. An economist, Mc Marie raised this concern in the news yesterday. Do you all understand this? This is what the issue is . Dominica is NOT making its money, we are not investing in ourselves. Wake up please, wake up and Gabu and Sam are right to blow the whistle on this.

Come on give me a break, when the issues of praises to Skerrit is on, it is all over and everyone writes, no one complains, but it is challenged because we feel people go overboard, but we read on, and not run away. Why when the other side is presented all hell breaks loose. There is a serious issue of development ( or lackof), transparnecy, honesty and trust in our beloved country Dominica now and it is at the helm of our leadership. The cracks began to show from within the labour party, and it is still within, there talk of questionble deeds etc...etc..etc. Putr contry gfiorst and demand good governance irresopedctive of the individual or party etc. Rise up, open your eyes and stop runing from the issue. 6o million French me could not be wrong, My God.
 
I am in total agreement, thanks for the update on the reality of things. We now need sound leadership, too much handouts and creating of dependency syndrome.

We understand your fear of saying what is really happening in Dominica for you may be afraid of losing your job or that you have to protect family and friends. There are clear signs that this government has failed and is failing, it is the responsibility of each and every Dominican to step up and vigorously search for alternative ways which can reverse the failure.

It is the moral obligation of every Dominican to learn about the issues affecting us and the future of our Beloved Dominica; in addition it is our moral obligation to act on the basis of what we have learned.

The government of PM Skerrit has been weighed in the balance and found wanting, they must go! You know that this government must go Mr. Thomas (Tom) Barzey, of Castle Comfort Dominica.

dominicans are really crabs in a barrel. we fight to pull down each other when we reach the top. I wonder if all of us got what we wanted from the ruling party whoever it is if we would be so disgruntled.lets work together to build a better dominica.everyone wants to see there preferred person in power. So because of dat we cry down each other and block of whatever good each party has done in da past. i'm not a political person just a proud Dominican.
 
I am not a political person either but when the present government is prostituting the birthrights of my people and pillaging the memories of our fore parents, it is my civic duty to say no to corruption. I do not care who is in power, I just want good governance for our country. I am a proud Dominican along with you but we see things differently. Bless you
 
We are not pulling down anyone, in the last election we voted because there was a sign of trust. We are now feedup, we have hasd enough and they must go...come sweet .......go now....they cannot govern,, they have lost our trust. Look at Mugabe, we trusted him, power went too high now he feels that he is Zimbabwe and he alone.This is the same with this PM......we have to act now and as a proud labourite said, " we have to win our country back"....too may questionable deeds.

WE BOAST ABOUT TOUSSAINT O'LOUVATURE'S WAR FOR FREEDOM. THERE HAVE BEEN AND CONTINUE TO BE [UN]CIVIL WARS ALL OVER THE WORLD. YET WE COMPLAIN ABOUT DOMINICANS EXPRESSING THEIR OPPOSITION TO THE CORRUPTION THAT IS EXTANT AND PERVASIVE IN DOMINICA. ARE WE LESS PATRIOTIC THAN THOSE WHO KILLED (ARE KILLING)AND MAIMED (ARE MAIMING) THEIR FELLOWMAN? SHUT UP AND GET REAL. WRONG IS WRONG AND CORRUPTION MUST BE EXPOSED. SAY WHAT YOU WISH TO SAY IN DEFENSE OF PM SKERRIT. WHO CARES! DO NOT ATTEMPT TO SHUT OTHERS UP! YOU AIN'T MORE PATRIOTIC THAN ANYBODY HERE!
 
I have read all, but this s getting out of hand, you guys sound like a bunch of people who have a whole lot of time on your hands and shooting hot air, the time it takes for you to trash Gabo and Sam, do something constructive for your country and stop bashing each other. cha man.
 
How can we work together with the government and people of Dominica, to build a better Dominica, when the very leaders and Officials that were put thee to serve the people, are not informing the people of what's is actually happening? Tom, you live in Dominica, and you think you know what is happening, unless you do know and it is covered up too.We don't know because we are not being told: there is no accountability, no transparency or integrity and honesty.They tell us what they choose to tell us, and even with that we don't know if it is the truth.
I AM A PROUD DOMINICAN TOO, AND I WILL CONTINUE TO PRAY FOR MY BELOVED COUNTRY, ITS LEADERS(WHOEVER THEY ARE, NOW AND IN THE FUTURE), ITS PEOPLE AND ITS DEVELOPMENT, BUT THE TRUTH WILL COME OUT. LET US HOPE IT WILL NOT BE TOOOOOOOO LATE, AND WE ALL CAN TAKE BACK OUR COUNTRY AND NURTURE IT BACK TO WHAT WE ONCE KNEW IT TO BE.
